CALGARY, TORONTO and OTTAWA — — The plan to bust Canada's biggest oil and natural gas producer into two began in earnest in February as an initiative codenamed Project Orange. By last month, the name had morphed into Project QE2, after the giant ocean liner, to connote "something big and impressive," according to one of the company's bankers.
