The Philippine rice crisis mounts
MANILA Philippine President Gloria Macapagal Arroyo unveiled a series of measures on Friday to boost rice production as troops supervised the sale of subsidized grain and the government threatened to jail hoarders for life.
The Southeast Asian nation, which consumes about 33,000 tonnes of rice a day and is one of the world's biggest importers, is grappling with tight supplies and soaring global prices.
