OTTAWA — Free trade hasn't delivered U.S. bargain prices to Canadians. Parity hasn't delivered them, either. The consumer counteroffensive is growing in strength and cross-border shoppers are reporting significant successes. ("I crossed the border. I bought. I saved.")
