A fledgling Canadian insurer has created what it believes is the world's first policy aimed at protecting small businesses from the economic ravages of avian flu: the “outbreak contingency cover.” The clandestine-sounding product is the brainchild of Mint Canadian Specialty Underwriters, a tiny subsidiary of Richmond, Va.-based Markel Corp. that opened its first office here last year.
