Tax cuts flopped

The personal tax cuts that served as the centrepiece of last November's mini-budget were an immediate flop with Canadians in focus groups conducted for Ottawa the day of the announcement. “The tax measures revealed in the speech did not resonate very well with most respondents,” said a report prepared for the federal Finance Department and obtained by The Globe and Mail.
