BP helps fund Irving refinery plan
CALGARY -- BP PLC has taken another step in its return as a major player in Canadian energy, signing on to help Irving Oil Ltd. design its proposed $7-billion (U.S.) Eider Rock refinery in New Brunswick with the prospect of becoming a partner in building the facility.
